- Regenerate the certificate used for test_basic.py script as is using an
  obsolete algorithm
 
- Capture DNS lookups related to MSRP relay reservation
- Allow multiple relays to be specified (for fallback) when making an MSRP
   connection.
- Make timeouts configurable
- Add bandwidth throttling for file transfers
